GENERAL POSITION DESCRIPTION

Consultant will do the detail design of the IT infrastructure to run ePROGESA, a critical blood banking application for which hardware systems must be specified and ordered by early 2010. Contractor will use results from a recent High-Level Design developed for the Red Cross by IBM. The high-level ePROGESA infrastructure design included a conceptual design, a technical roadmap, the high-level architectural design, and the estimated scope, schedule, and budget to finalize the design and build the recommended infrastructure. Contractor will also use Performance and Stress Test (PST) data, functional and nonfunctional requirements, use cases, and other related information to develop the detailed design and implementation plan.



• Act as a lead to guide a group of application (BEA Weblogic) and integration (Microsoft Biztalk).
• Install, create and support of BEA WebLogic Server in single and clustered mode for various environments. Work with Database and Messaging team to configure the Datasources and Messaging resources in the application servers
• Install, patch and upgrade blood banking application on WebLogic environment and validate as required in accordance with the validation requirements and assumptions
• Work with instance/environment owners for troubleshooting and analyzing errors
• Build Integration Broker (Microsoft Biztalk) qualified infrastructures in order to host the Red Cross developed interface application software to interface with the blood banking and external applications
• Develop design and build testing procedures (relating hardware deployment, system software Installation and configuration, cluster builds, etc.) to support the BioArch environment builds
• Create High/Low Level Design Specifications and Environment Design Documents Infrastructure Qualification Plans and Qualification Report Documents for Lower Platform components to be used for the blood banking application deployment efforts
• Build qualified and regulated environments to deploy blood banking application according to schedule
• Ensure upper platform installation, configuration, qualification procedures are documented
• Ensure Operational transition and support plans are documented
• Provide weekly status reporting on all active projects to sponsor and key stakeholders
• Proactively identify future areas of opportunity to improve delivery of service to client
• Transitions the system from design/build to implementation status to on-going maintenance status at the end of all rollout phases.
• Be part of the team that will to plan, develop, design, and implement new elements of IT infrastructure needed for the blood bank application; the team will include IT architects, ITIL process owners, and service delivery teams.
• Be part of the team to develop the Conceptual Architecture Design, Logical Technical Model and Physical Technical Model. Collaborate with the infrastructure service provider to develop and implement the Physical Technical Model; integrate new design features with the existing IT infrastructure; and tune and optimize existing IT infrastructure.
• Ensure the IT infrastructure, systems and processes meet quality management and FDA standards.
• Participate in the service restoration and root cause analysis/corrective action processes.
• Aggressively pursue cost savings opportunities through improved design and operations.
• Participate in the periodic audits of retained and outsourced IT infrastructure to comply with Red Cross IT standards.
• Work closely with the Business Continuity/Disaster Recovery Team to plan, test and implement the business continuity process.
In collaboration with the Executive Director, Bioarch Service Delivery and VP of Infrastructure Services, and other IT stakeholders, Consultant will create and deliver the following deliverables on a time and materials basis.


WORK EXPERIENCE REQUIREMENTS
Minimum of 12 years proven experience in planning, implementing, operating, managing, and integrating complex enterprise IT systems and infrastructure. This experience should include J2EE Deployment experience in Weblogic 9.2./10 platforms on AIX environment. Strong experience in setting up multi node cluster with HTTP in-memory replication between nodes. Strong experience developing solutions using BizTalk 2004/2006. Experience in capturing functional and non functional requirements. Must have superior knowledge of web services, xml and deployment. Experience with architecting integrated systems, interfaces and web services. Experience in ksh scripting.

Experience in ANT, Weblogic WLST Framework for J2EE application packaging and deployment. Experience in JDBC, JMS setups for Oracle RAC and external messaging applications. Experience in Installation and Configuration Weblogic clustering set up in a hardware load balancer mode. Experience in performance tuning, profiling and troubleshooting of J2EE applications on Weblogic and Tomcat platforms. Experience in Garbage collectors, Class loaders in Weblogic platforms. Experience in UNIX Shell scripting. Experience in J2EE monitoring, Profiling tools. Experience in Security, SSL, Signed Applets, Keystore management. Experience in monitoring using HP sitescope.

EDUCATION / CERTIFICATION REQUIREMENTS
Having MS Certification on BizTalk and experience with BizTalk accelerators, EDI Messaging schemas, RFID base solutions are a plus
SECURITY CLEARANCE REQUIREMENT
US citizenship preferred. Residency required. Visa and green card sponsorship is not available.

Regular Hours Authorized: Individual resources not to exceed 40 hours per week
Overtime Hours Authorized: None authorized

Business Hours: 8:30 AM to 5:00 PM Eastern, Monday thru Friday
Evening Hours: None authorized, requires customer manager approval
Weekend Hours: None authorized, requires customer manager approval
